PURPOSE: To provide a preparation method of an improved titanium oxide film forming solution which is used for a titanium oxide film formation process that comprises coating or impregnating each of various substrates, placed in such a place that light from a light source such as UV source hardly enters into the place, with the titanium oxide film forming solution and subjecting the coated or impregnated substrate to drying treatment to form a titanium oxide film capable of exhibiting a photocatalytic effect in the ill-lighted place. CONSTITUTION: This preparation method of an improved titanium oxide film forming solution comprises: firstly, acting aqueous hydrogen peroxide on a titanium hydroxide gel to synthesize a solution; secondly, subjecting the solution to heat treatment at >=80deg.C to obtain another solution containing titanium oxide fine grains; mixing the solution synthesized in the first step with the solution obtained in the second step to synthesize a conventional titanium oxide film forming solution; and mixing this conventional film forming solution with a mixed aqueous solution that is obtained by mixing capsaicin fine particles, magnetite fine grains, tourmaline fine grains and a silica solution with distilled water preferably containing methanol, to synthesize the objective improved film forming solution.
