PURPOSE: An IC card issuing apparatus composed of a card removing device, a card guide plate and an IC contact device is provided, which inputs data on an IC chip of the card automatically in the process of removing the card for simple card issuing. CONSTITUTION: The issuing apparatus comprises a frame having a card carrying space formed at the top of the latter part by two side plates(10) connected in a regular interval, a removal device including a card guide plate(21) guiding removal of cards from the bottom part to the front part of the card carrying space, and card removing rollers(22,23,24) rotatably supported at the latter, the center and the front part of the card guide plate, which are connected to a drive motor(20) a data input device having a holder(32) back and forth movably connected to a lower part of a bracket vertically rotatably supported at the top of the front card guide plate and an IC contact coupled to the bottom part of the holder, and a control device getting permission of signals from sensors sensing removal location of the card and outputting the control signal to the motor or the data input device.
