PURPOSE: A cell broadcasting method for a short message service(SMS) is provided to perform a scheduling function in a medium access control sublayer(MAC) of a UTRAN(UMTS(universal mobile telecommunications system) terrestrial radio access network) and to make the MAC transmit a schedule message to a MAC of a user element(UE), so as to efficiently perform an SMS cell broadcasting than an existing SMS under a 3 third generation partnership project(3 GPP) environment. CONSTITUTION: A network(UTRAN(UMTS(universal mobile telecommunications system) terrestrial radio access network)) multiplexes a channel for transmitting an information message with other channels, and performs a scheduling relating to the information message. The network transmits a schedule message according to a performance result and the information message, through a transmission channel of a wireless section. A user device(UE) selectively receives the information message by using information on the information message included in the schedule message.
