PURPOSE: A device is provided to prevent damage by vibration and to increase the degree of freedom of design to arrange components around the power steering vane pump with producing a vane pump in a symmetric type. CONSTITUTION: A speed sensor detects a traveling of a vehicle and transmits a detecting signal into a controller. Air of a compressed air supplying source(50) is ventilated to a sectional space portion(30c) of a power cylinder(30) by operating a solenoid valve(40) when an ECU(electric control unit) decides as intermediate/high speed traveling of the vehicle. In flowing air in the sectional portion(30c), a piston(35) is moved toward an A direction. The other piston(33) is moved toward the A direction by interlocking with the piston(35). A sealing chamber is formed a vacuum by forming the sectional space portion(30a) as a vacuum. A movement of a vane is blocked by forming a rotating shaft of a rotor as a vacuum. A ventilating hydraulic pressure of a vane pump(20) is reduced by rotating the vane without contacting with an inner circumference of the vane pump(20). The steering force of a steering handle is increased by supplying the reduced ventilating hydraulic pressure into a power cylinder.
