The conveying and issuing device has a screw conveyor (2) in a conveyor tube (3). The plane of the outlet end (1) of the tube is at an acute angle to the tube axis. The screw conveyor has a swashplate (4) at the outlet end, which in the rest position closes the conveyor. The swashplate plane in rest position is parallel to the plane of the outlet end of the tube, so that when the screw conveyor turns, the outlet end is alternately opened and closed.
