The dispenser comprises a plunger (14) operating in a hollow body (12). The body (12) has formed adjacent its upper end an inward and downward annular flap (100). Below the flap (100) is a vent hole (27). The plunger stem (51) has a tapered zone (80) leading to a greater diameter (82) above the tapered zone (80). When the plunger (14) is in its lockdown position, the flap (100) cooperates with the greater diameter (82) to provide a vent seal. <IMAGE>
