PROBLEM TO BE SOLVED: To restrain pressing noise, to improve durability, to reduce the manufacturing cost, and to prevent a scattering of a rolling ball or the like. SOLUTION: A damper rubber 60 fixed to a damper holding plate 50 is accommodated in a recessed part 32 of a holder plate 30 fixed to a pulley 10, and energized toward a housing 1 by a stopper plate 40. A torque transmission pin 51 is fixed to the damper holding plate 50, the other end 51b of the torque transmission pin 51 is engaged with a hole 22 of a hub 20, and one end 51a is abutted to the topper plate 40. When load torque reaches a prescribed value or more, one end 51a of the torque transmission pin 51 is engaged with a hole formed in the stopper plate 40, and the other end 51b of the pin 51 is pulled out from the hole 22 so that the connecting state between the damper holding plate 50 and the hub 20 is released, thereby intercepting the transmission of driving force from the pulley 10 to a rotating shaft 2.
