PROBLEM TO BE SOLVED: To simultaneously treat organic contamination substance, a nitrogen compound and a phosphorus compound. SOLUTION: The nitrogen compound is converted to nitrate ions and the phosphorus compound is converted to phosphate ions and the organic compound to carbon dioxide by irradiating the treating water with UV rays 6, while the treating water is brought into contact with a photocatalyst 4 consisting of titanium dioxide. Electric voltage is applied on electrodes 10, 12 to electrolyze the treating water, and then carbon dioxide is discharged into a gas phase at the anode 10, and the nitrate ions are reduced to gaseous nitrogen and ammonia at the cathode 12 to be discharged to a gas phase. Multivalent metallic ions are allowed to coexist in the treating water, and the multivalent metallic ions and the phosphate ions are allowed to react with each other and deposit precipitate 14 consisting of phosphate salt, thus the phosphate ions are fixed as a solid phase.
