PROBLEM TO BE SOLVED: To provide a composition enabling continuous coating film having excellent peelability and dampproofness to be obtained by including a specific starch ester as a principal ingredient. SOLUTION: This peelable and dampproof coating composition comprises (a) a starch ester having a 2-8C ester group and a substitution degree (DS) of 1.0 to 2.2, (b) an amount (enabling the Tg of the starch ester to be lowered down to 75 to 100 deg.C) of a hydrophobic plasticizer (having sulfonamide group, alcohol group, amide group or ester group) and (c) water. The starch ester preferably is expressed by the formula (wherein St is a starch-based substance; and R is a 1-7C alkyl, aryl, alkenyl, alkanol or aralkyl).
