PROBLEM TO BE SOLVED: To make a following steel belt not sticking with shears by accelerating the following steel belt between bridle rolls and the shears immediately after the steel belt is cut. SOLUTION: A pulse like acceleration current signal is given to a feeder roll FR simultaneously when a steel belt is cut by shears SH for accelerating a following steel belt instantaneously while controlling a bridle roll BR torque in response to a tension reel TR torque so as to prevent the belt from sticking with the shears SH. Since a delay of the following steel belt at the time the steel belt is cut varies in proportion to the steel belt cross-sectional area, the pulse-like acceleration signal is set based on the steel belt cross-sectional area.
