PROBLEM TO BE SOLVED: To provide a method and a device capable of highly efficiently producing a required amount of hydrogen from cheap water as necessary, and to provide a power system. SOLUTION: A reaction zone Z4 is formed by disposing a neutral electrode 74 and multiphase AC electrodes 76, 78, 80 concentric with the electrode 74 in a casing 62. Multiphase AC electric power supplied to the multiphase AC electrodes 76, 78, 80 to generate plasma arc in a plurality of reaction zones, and the position where the plasma arc is generated is periodically varied and the plasma is brought into contact with water to produce hydrogen and oxygen.
