PROBLEM TO BE SOLVED: To provide a perfect adsorption-removing and decomposing agent large in its specific surface area, enabling treatment in small quantity per a unit area and generating no secondary pollution even if allowed to stand in the natural world. SOLUTION: Chaff is solidified and reduced in vol. while ground down and the solid thereof is carbonized in a carbonizing furnace and the carbonized solid chaff is finely ground by a superfine grinder to obtain a superfine powder with a micron size used in the adsorption removal and decomposition of a residual chemical substance. A residual chemical substance in land, farmland, living water or waste water contaminated with chemicals can be adsorption- removed and decomposed by this superfine powder.
