PROBLEM TO BE SOLVED: To prevent the degradation of nitrogen removing performance due to rainfall. SOLUTION: The amount of rainfall at the area 22 in charge of treatment is measured, and either of the injection of an org. material to a denitrification tank 3, a tank volume of the denitrification tank 3 or a nitrification tank 4, the amount of sent air to the nitrification tank 4 and the number in operation of a settling pool of the water to be treated is controlled according to the amount of rainfall by using a biological nitrogen removing device of the waste water such as sewage constituted with at least settling pool 2 of the waste water 1 to be treated, the denitrification tank 3, the nitrification tank 4 and the settling pool 7 of the water treated at these tanks.
