PROBLEM TO BE SOLVED: To obtain a treating agent used to upgrade water-containing surplus soil of excavation so as to be re-utilizable, which agent contains an amine type surfactant. SOLUTION: This agent comprises a monoamine-, polyamine-, or alkylene oxide/amine adduct-type surfactant. The agent may additionally contains adjuvants such as a lime additive, a cemental additive, a water-soluble resin and a flocculant. To treat water-containing surplus soil of excavation with the agent, 0.1-20 kg of the agent in the form of an aqueous solution or a water dispersion is added to 1 t of the solids of water-containing surplus soil of excavation having a water content of 20-90 wt.%, and the mixture is kneaded and dehydrated under pressure to obtain solid cakey soil. This soil is optionally mixed with additives, and the mixture is ground to obtain treated soil 15-100 wt.% of which can pass a 9.5 mesh sieve. Thus, easily re-utilizable crushed soil having a small particle diameter can be obtained.
