PROBLEM TO BE SOLVED: To perform smooth operation of a steering wheel while operating by one hand or by both hands. SOLUTION: A wheel ring 2 is formed with palm controller mounting recessed parts 6 at three parts recessed from a driver's seat side opposite to a handle shaft side, and the palm controller mounting recessed part 6 is provided with a palm controller 5 projecting to the driver's seat side. The palm controller 5 is rotatably provided around a rotation axis being parallel with the handle shaft, and a convex surface top part 5c formed on the palm controller 5 is structured so as to slightly project the driver's seat side than a convex surface top part 2c of the wheel ring 2.
