PROBLEM TO BE SOLVED: To prevent water quality from being deteriorated by impurities which are contained as inorganic matter and organic matter in the water remaining in a water storage tank installed on the rooftop of a building or other places, are deposited on the inner face of the tank and generate lumps of water scales to become culture media of unwanted bacteria and to facilitate cleaning work for removing such impurities. SOLUTION: A holder 6, to which a cleaning/wiping tool 7 such as a brush is fit for sliding on the inside of the water storage tank 1, is rotated and driven to dust/wipe the surface of the inner wall of the tank 1 so that the impurities are not adhered. Even when the impurities are adhered to the surface of the inner wall in every corner, they are scraped off while they remain soft, made to flow into drainage by dissolving them in the water again or as they are in solid states and discharged to the outside of the tank 1 so that they are not accumulated and firmly fixed.
