PROBLEM TO BE SOLVED: To provide a freezing and thawing device and freezing and thawing method capable of exhibiting the advantages of the freezing and thawing method without using a motor compressed refrigerator which is large in the burden of electric power consumption and inferior in cost effectiveness. SOLUTION: This freezing and thawing device has a freezing and thawing vessel 2, an ammonia absorption refrigerator 3 which is capable of subjecting the material to be treated fed into this freezing and thawing vessel 2 to freezing and thawing and a cooling tower 1 which cools this ammonia absorption refrigerator 3. The cooling of an absorber 6 constituting the ammonia absorption refrigerator 3 is executed by a heat sink generated at a time of thawing of the frozen material to be treated.
