PROBLEM TO BE SOLVED: To operate a three-way valve as emergency or evacuation measure until repairs are completed even when the three-way valve used for a warm- water branching unit is broken down. SOLUTION: This branching unit stores in memory movable part traveling times T1 and T2 between limiters 46 and 45 corresponding to two valve-opening directions and a limiter 47 corresponding to fully closed position and a retating time T3 of plug between limiters 45 and 46. For example, when a plug is moved to a stop position detected by the limiter 45, if the plug 39 cannot be stopped at a position detected by the limiter 45 due to a failure thereof, the plug 39 is stopped at a position detected by the limiter 47, and then the plug 39 is moved for a period of time T2 to be stopped at the failure position detected by the limiter 45.
