PROBLEM TO BE SOLVED: To provide an earthquake resisting construction method of a pipe culvert fitted to an existing manhole, easily constructed at a low cost in a short period. SOLUTION: In an existing manhole with a pipe body 2 for an existing water channel, integrated piercing a manhole wall 1b, the manhole wall 1b around the pipe body 2 is cut off in annular arrangement of fixed width to cut off connection between the pipe body 2 and the manhole wall 1b, and elastically deformable elastic sealing material 6 is filled in an annular cavity formed by cutting, while maintaining watertightness.
