PROBLEM TO BE SOLVED: To prevent undesired cutting of paper sheets and to improve reliability during a return operation, for example, after a jamming process, by starting a processing means for processing the paper sheets in a predetermined period after a conveying means for conveying the paper sheets is started when a control means starts an operation. SOLUTION: When a predetermined number of paper sheets are placed on a mounting table of a take out device 4, the mounting table is lifted up by a lifting mechanism 43, the uppermost paper sheet is pressed onto a take out rotor, and rotation of this take out rotor causes the paper sheets on the mounting table to be sequentially taken out from the uppermost part. The taken out paper sheets one by one on a main conveying passage 3 are conveyed by a conveying device 6 comprising a plurality of conveying portions to a processing device having a cutting device 20, an excluded-ticket accumulating device 16, and matched-ticket accumulating devices 21, 22. In such device, an operation of the processing device is stated in a predetermined period after the start of an operation of the conveying device 6, and problem of accidentally cutting the paper sheets during a return operation after a jamming process.
