PROBLEM TO BE SOLVED: To provide a method for producing a highly water-absorbable resin which is suitable for paper diapery and the like. SOLUTION: This method for producing a highly water-absorbable resin comprises the suspension polymerization of a water-soluble polymerizing monomer in a hydrophobic organic solvent. Therein, the characteristic comprises adding a phosphate ester-based dispersant of the formula [R1 is a 8 to 30C alkyl group which may be substituted by a phenyl group, or an aryl group which may be substituted by an alkyl group; R2 is hydroxyl group or R1O-(CH2 CH2O)n group; (n) is an integer of 1 to 30] in a hydrophobic organic solvent, uraintaining the organic solvent under polymerization conditions, sequentially supplying an aqueous monomer solution containing an azo-based polymerization initiator having a 10 hour half life temperature of 40 to 60 deg.C as a polymerization initiator, and simultaneously polymerizing the monomer.
