PROBLEM TO BE SOLVED: To obtain the subject base capable of maintaining a natural feeling which the hair has itself free from stiffness and greasiness by combining a specific acrylic monomer composition with a specified silicone compound. SOLUTION: This base comprises a copolymer obtained by subjecting (A) an ethylenically unsaturated monomer component composed of (i) 10-40 wt.% of an ethylenically unsaturated monomer containing one or more carboxyl groups in a molecule, (ii) 5-20 wt.% of an ester of (meth)acrylic acid and a 10-18C aliphatic monohydric alcohol, (iii) 5-50 wt.% of an ester of (meth)acrylic acid and a 1-8C aliphatic monohydric alcohol and (iv) 5-60 wt.% of another ethylenically unsaturated monomer copolymerizable with the component i to the component iii to solution copolymerization in the presence of (B) 40-150 wt.% based on the total of the component A of a silicone compound having 2,000-100,000 mm2/s viscosity at 25 deg.C and (C) a hydrophilic solvent or a mixed solvent of the hydrophilic solvent and water by (D) using a radical polymerization initiator.
