PROBLEM TO BE SOLVED: To obtain a polyol having high quality and useful e.g. in the field of polyurethane such as polyurethane foam, coating material, adhesive, etc., in high productivity by using a specific phosphazenium compound as a catalyst in the addition polymerization of an epoxide compound to an active hydrogen compound. SOLUTION: A polyol having high terminal hydroxyl group ratio is produced by the addition polymerization of an active hydrogen compound and an epoxide compound using a catalyst comprising a compound containing (A) >=85 wt.% phosphazenium salt of an organic anion of formula I ((a) to (d) are each 0-3; at least one of (a) to (d) is not zero; R is a 1-10C hydrocarbon group; Q- is hydroxy anion or an alkoxy anion), (B) <15 mol% phosphazenium salt of an inorganic anion of formula II ((r) is 1-3; Tr- is an inorganic anion having a valence of r) and (C) one or more metals selected from alkali metals and alkaline earth metals in an amount of 1×-10-4 to 2.5 mol%. |
