PROBLEM TO BE SOLVED: To improve the workability and to reduce the cost by inserting a plate arranged with many truncated pyramidal shell-like lugs for forming a ventilation layer into a mosaic shape between the heat insulating member of an inner layer and the mortar wall of an outer layer. SOLUTION: A panel 3 arranged with many truncated pyramidal shell-like lugs 10 into a mosaic shape is fitted between columns or studs 1 to forms a ventilation layer 8 having ventilation paths in all directions vertically, laterally, and diagonally. Laths 5 are fitted on the panel 3 with bevel nails 6, and mortar is applied to form a mortar wall 7. As the shape of the lugs 10 a truncated square pyramidal shape, and that each side of which a rod-like lug shape is provided, or a truncated triangular pyramidal shape can be considered thereby the mortar wall 7 capable of forming the ventilation paths in all directions can be simply formed, the workability is good, and the cost can be reduced.
