PROBLEM TO BE SOLVED: To easily adjust appropriate back tension by attaching a rotating electromagnetic brake rotating by receiving the rotation of a gear provide in a shaft rotation part and applying a brake force generated there to a wire rod as back tension via a planetary gear structure. SOLUTION: In a drum 10 winding a wire rod 11 around a drum trunk 19, a boss 5 is fitted in a shaft hole along the central axis, and a shaft fixing part 21 is passed therethrough via the boss 5 to be inserted inside a gear 22. A work carry pin 29 is inserted into an insertion hole opened in a side face of the drum 10 and the shaft fixing part 21 is installed on a support stand 20. When the drum 10 is rotated along with the feeding of the wire rod 11, a frame 25 is rotated on the gear 22 by the work carry pin 29, a gear 26 is rotated as a planetary gear along with it, the axis of a brake 28 is rotated to generate a brake force, and the brake force is applied to the wire rod 11 as back tension.
