PROBLEM TO BE SOLVED: To surely and uniformly inject and pack a predetermined amount of backfilling material into a cavity between an excavated ground and a segment lining in a miniature shield construction method. SOLUTION: A process is performed in which a backfilling jack 5 is extended at a higher speed and then at a lower speed than a shield jack 4 each time the shield jack 4 is extended by a predetermined length after a backfilling material 15 is injected and packed into a cavity between the tail plate 3 of a tunnel boring machine and a segment assembled within the tail plate 3. The above process is repeated plural times until the segment 6 is completely pushed out by the shield jack 4 toward excavated ground, so that the backfilling material 15, instead of being pushed out abruptly toward the excavated ground, is gradually pushed out, each time by a predetermined amount, up to a large amount, to form a backfill layer that fills a tail void produced by the advance of a shield machine.
