PROBLEM TO BE SOLVED: To control for aligning a center in the cross direction of roll base paper loaded on a mill roll stand and a mechanical center of the mill roll stand with each other. SOLUTION: A luminescent apparatus to emit laser beam toward the side of a catching arm is provided in the neighborhood of a central part of an axis of revolution of a mill roll stand 1, a roll base paper end surface distance from the catching arm is measured by a first intermediate portion and a second intermediate portion provided on the catching arms 3a, 3b, its measured data is computed at a control part, and a center in the cross direction of roll base paper 28 and a mechanical center of the mill roll stand 1 are made to match with each other.
