PROBLEM TO BE SOLVED: To provide an aq. photocatalytic ultra-hydrophilic compsn. using an inexpensive material as a start raw material and easy to prepare and an aq. primer for a photocatalyst. SOLUTION: An inexpensive tetraalkyl silicate is hydrolyzed in an aq. solvent to obtain an aq. hardly decomposable binder compsn. and a photocatalyst is further added to this compsn. to obtain an aq. photocatalytic ultra-hydrophilic compsn. This aq. hardly decomposable binder compsn. is applied between an org. resin substrate and a photocatalyst to develop function making a photocatalyst coating soln. easy to coat and not exerting the adverse effect of the org. matter docomposing property of the photocatalyst on the org. resin substrate and can be also utilized as an aq. primer for the photocatalyst.
