PROBLEM TO BE SOLVED: To provide a package capable of facilitating assembly and disassembly, preventing generation of oscillation even when winding is performed at a speed of 5000 m/min or more, preventing generation of fretting friction caused by the oscillation, and attaining an excellent winding form. SOLUTION: This apparatus is provided with a bobbin retaining body 13 which reciprocates on the front end of a bobbin holder, an elastic body 14 deformed by the movement of the bobbin retaining body 13, a spacer 15 holding the elastic body 14 at a prescribed interval and transfers the behavior of the bobbin retaining body 13, an annular support body 10 which is attached to a turret member and rotatably supports a driving shaft 1, hollow parts 12a, 12b storing the bobbin retaining body 13 and the annular support body 10, and an annular rotating member 12 which has the bobbin retaining body 13, the elastic body 14, the spacer thereon, and is connected to the driving shaft 11. The connecting part 12c of the annular rotating member 12 with the driving shaft 11 of the annular rotating member 12 forms annular protrusions 12c-1 and 12c-2 toward the inside of at least one hollow part.
