PROBLEM TO BE SOLVED: To suppress the variations of a water level of a medium pressure drum even upon starting with instable steam pressure. SOLUTION: The present controller includes an IP-TB value 34 provided on a confluent line 10, and control means 41 for controlling the IP-TB valve 34 such that pressure of the confluent line 10 is higher than that located downstream of a middle pressure drum 32. Herein, pressure downstream of the medium pressure drum 32 is sealed with the pressure on the confluent line 10 with the aid of the pressure on the confluent line 10 without provision of a particular control valve and the like on the medium pressure steam line 30. Further, the pressure on the confluent line 10 is prevented from influencing pressure in the medium pressure drum 32 upon starting. Hereby, variations of a water level in the medium pressure drum 32 are suppressed even upon starting where steam pressure is instable.
