PROBLEM TO BE SOLVED: To obtain the subject emulsion useful as a shampoo base, etc., capable of carrying out easy handling, etc., by emulsifying a specific siloxane oligomer with a specified surfactant and then polymerizing the siloxane oligmer using a specific catalyst. SOLUTION: This emulsion is obtained by (A) combining a siloxane oligomer having the terminals blocked with a silanol with water and a nonionic surfactant or an anionic surfactant, (B) emulsifying the above oligomer, stirring or shearing the above component and thereby forming particles having at least 1μm average particle diameter in the emulsion, (C) adding a condensation-specific acidic catalyst to the above emulsion, (D) polymerizing the above oligomer and (E) continuing the polymerization until the viscosity of the resultant organopolysiloxane polymer increases to a desired value and providing the emulsion containing the particles of the above polymer having at least 1μm average particle diameter. The above catalyst is a compound or the like represented by the formula R2C6H3SO3H (R is a 1-20C alkyl).
