PROBLEM TO BE SOLVED: To provide an efficient grouting construction method having a theoretical basis in grouting conditions and capable of contributing to reduction of the construction cost for large-scale structure such as a dam. SOLUTION: Each reference value of grout injection conditions containing the grouting pressure, concentration and flow rate of a grout at a time when a void composed of the discontinuity plane of a rock mass is assumed as a pipeline to the change of an index value displaying the water permeability of the rock mass 2 is obtained previously, and a grout injection hole 13 is formed to the rock mass 2. The permeability test of the rock mass 2 in the grout injection hole 13 is conducted and the index measured value of water permeability is obtained at that time, and the grouting pressure, concentration and flow rate of the grout to the index measured value of the water permeability are determined on the basis of each reference value of grout injection conditions.
