PROBLEM TO BE SOLVED: To surely sterilize a cathode room in an electrolytic bath and the inside of pipeline. SOLUTION: Alkaline water produced by the cathode room 13a of the electrolytic bath 11 is stored in a storage tank 18. The alkaline water in the storage tank 18 is returned to the cathode room 13a by working a pump 17. The alkaline water returned to the cathode room 13a is electrolyzed by an polarity switching mode, and produces hypochlorous acid or sodium hypochlorite. Water in the cathode room 13a is fed to a second feed water line 15, a connection part 16, a first water feed line 14 and the inside of an anode room 12a, then sterilizes these cathode room 13a, the second water feed line 15, the connection part 16, the first water feed line 14 and the inside of the anode room 12a.
