PROBLEM TO BE SOLVED: To provide a liquid coating device comprising a structure capable of preventing complexity of structure and enlargement of installation space and an image forming device using the same. SOLUTION: A liquid coating device for transfer coating in contact with a substrate to be coated is comprised of a flexible bag 21A having an enclosed space 21A1 capable of holding the liquid wherein one face of the flexible bag is made of a material having a contact angle (wetting angle) of 90 deg. or smaller with the liquid. The liquid coating device is provided with a liquid feeding means 21 comprising a liquid feeding part 21A2 capable of sucking up the liquid and a liquid discharging part 21A4 which is capable of leaching the liquid and is disposed at the position where the liquid discharging part is out of contact with the liquid in the liquid feeding part 21A2. Further the liquid coating device is structured in such a manner that the liquid feeding parts 21A2 in the liquid feeding means 21 is positioned at the height of which the capillary rise effect can be obtained in accordance with the contact angle (wetting angle) with the liquid.
