PROBLEM TO BE SOLVED: To provide a glass plate on which a conductive film containing tin oxide as a main component and having both of low absorbance and high haze factor is formed. SOLUTION: A conductive film 53 containing, as a main component, tin oxide and having a thickness of >=400 nm is formed on a glass plate 55 or a glass ribbon by thermally decomposing a gaseous mixture containing the vapor of an organic tin compound, oxygen and steam, wherein the molar ratio of the total moles of oxygen and steam to tin atom contained in the organic tin compound is in the range of >=14. The efficiency of photo-electric transfer of a photo-electric transfer device 50 can be improved by forming a photo-electric transfer unit 57 and rear surface electrodes 59 on the conductive film.
