PURPOSE: A high speed control device for an optical disc and a method are provided to increase an area of which record signal reading velocity is improved by advancing a maximum velocity starting point from R2 to R1 on the optical disc. CONSTITUTION: A high speed control device for an optical disc includes a pickup part(11) for reading record signals of an optical disc(10), a drive part(30) for driving motors(12a,12b), an R/F part(20) for filtering/shaping the signals detected by the pickup part, a servo part(40) for controlling the driving of the drive part and detecting synchronization of output signals of the R/F part, a digital signal processing part(50) for recovering the signals read by the R/F part to the original digital signals, a timer(70), and a microcomputer(60) for variably controlling an rpm of the optical disc on the basis of the time counted by the timer.
