PROBLEM TO BE SOLVED: To easily change a contracted charge plan to an optimal charge plan by informing the communication terminal of a subscriber of reporting information showing the optimal charge plan when a trial totaled charge is the lowest price. SOLUTION: A charge processor 20 compares a totaled charge calculated by using an algorithm for deciding an optimal charge plan to be the plan of the lowest charge with all of the trial totaled charge to find the optimal charge plan. When a contracted charge plan sent from a customer managing system 10 is not the lowest charge plan calculated and found by the processor 20, information including a subscriber's number specifying the subscriber and the optimal charge plan is transmitted to a mobile communication exchange 30 via a signal S2. Then, the exchange 30 processes for calling the communication terminal 50 of a corresponding subscriber via a base station 40. Upon calling, a short message being reporting information showing the optimal charge plan is transmitted to the subscriber's terminal 50.
