PROBLEM TO BE SOLVED: To perform stable discharge by reducing fluctuations in discharge start voltage by making an internal between first and second electrodes in one discharge area different from the interval between the first and second electrodes in the other discharge area. SOLUTION: An X electrode 22 and a Y electrode 23 are arranged in parallel on a glass substrate, and a red light emitting discharge region 32 (R), a green light emitting discharge region 32 (G) and a blue light emitting discharge region 32 (B) are partitioned by a barrier rib 31. The X electrode 22 and the Y electrode 23 are arranged in respective discharge regions 32, and are formed, so that at least one electrode of the X electrode 22 or the Y electrode 23 projects to the other electrode side. At least one of clearances between the electrodes projecting in the discharge region 32 is arranged so as to become different from clearance between the electrodes in the other discharge region 32. In the red light emitting discharge region 32 (R), the green light emitting discharge region 32 (G) and the blue light emitting discharge region 32 (B), when discharge starting voltage of a maintaining discharge period is different, an electrode interval is adjusted and can be uniformized to discharge starting voltage in a predetermined range.
