PROBLEM TO BE SOLVED: To make usable level even in such a place where a scale of a measuring device can not be directly seen such as an inmost place, an elevated place and a low place by mounting a rotary blade and a vertical indicator or a vertical indicating plate on the same rotating shaft, and synchronously rotating the above members. SOLUTION: A variable capacitor 3 is formed by seven stationary blades 4 and eight rotary blades 5, and the stationary blades 4 are fixed to a rectangular parallelepiped-like casing 8 so that a straight portion and a base (surface to be measured) 15 are parallel to each other. A vertical indicator 9 made of aluminum is mounted on a rotating shaft 6 of the rotary blades 5, so that the vertical indicator 9 and the rotary blades 5 are capable of freely rotating smoothly and laterally in synchronization with each other like a pendulum. A vertical line 12 indicating the vertical direction is provided in the center of the vertical indicator 9, and the vertical indicator 9 is mounted on the rotating shaft 6 so that the vertical line 12 is parallel to the straight line portion of the rotary blade 5. When the base 15 is horizontal, it is vertical to the straight line portion of the stationary blade 4.
