PROBLEM TO BE SOLVED: To give air permeability, easily radiate heat, and easily evaporate moisture by covering plural heating pieces made of carbon fibers capable of connecting to an outside power source and connected with conductors each other with an insulating substrate having a plurality of through holes which do not pass through the heating pieces, so as to be capable of shading from the atmosphere. SOLUTION: A sheet heating element A formed by burying plural strip-shaped heating pieces 2 made of carbon fibers in a substrate 1 and shut from the atmosphere to prevent oxidation during current flow has micro-irregularities on the top surface 1a to form air flow paths between the body and the top surface 1a when used in a bed and a shape fitting to an air mat on the bottom surface 1b. Many cylindrical small holes 3 uniformly and densely are formed in portions where the heating pieces 2 are not arranged of the substrate 1 made of flexible soft resin or a rubber-like elastic body, heat is spirally raised, and unpleasant feeling by stuffiness or the propagation of various germs is suppressed. Activated carbon fibers having many micro-pores on the surface are suitable for the heating pieces 2 having low power consumption, and far infrared radiation efficiency and electromagnetic wave shading effect are enhanced.
