PROBLEM TO BE SOLVED: To provide a tubular heat exchanger having excellent heat exchanging efficiency and a method for manufacturing it. SOLUTION: In this tubular heat exchanger, at least one groove 31 is formed along a metal stripe direction on one side surface of a metal stripe 40, a forming surface of the groove 31 is molded at a side in a substantially circular section, a seam is connected to a circular tube 45, the tube 45 is rolled, a flat part 22 is formed partly in a circumferential direction, and a heat tube 21 of a semicircular shape section is manufactured. Further, the tube 21 is manufactured by mounting so that the part 22 is brought into contact with a base plate 11.
