PROBLEM TO BE SOLVED: To reduce a cancellation time of a congestion state and to warrant service quality of calls with high priority during communication by warranting a service quality class (transfer quality) requested by a user in cross-reference with a traffic state. SOLUTION: A radio protocol termination device 2a of a radio base station controller 2 conduct flow control and re-transmission control in information communication. A QOS control section 5c executes the flow control and the re-transmission control. The QOS control section 5c controls termination processing sections 5a, 5b and a common section 5d to execute processing of transmission data in the order of precedence in a priority block with respect to transmission data sent/received through the ARQ protocol termination device 2a. Furthermore, the QOS control section 5c detects a congestion state, where radio quality of transmission data transferred to mobile stations 4a, 4B, 4C is deteriorated, and executes control in matching with the congestion state.
