PROBLEM TO BE SOLVED: To highly accurately measure the degree of congestion without being affected by a change in the luminance of a video signal even when a person and vehicle stops. SOLUTION: This congestion degree measuring instrument is provided with a three-dimensional(3D) measuring means 103 for measuring the 3D information of a monitoring space, a plane setting means 104 for setting a plane within the monitoring space, an object area extracting means 105 for extracting an object area existent at a height, which is less than a prescribed threshold value, from the above plane and a congestion degree calculating means 106 for calculating the degree of congestion in the monitoring space based on the object area extracted by the object area extracting means 105.
