PROBLEM TO BE SOLVED: To obtain a developer support that does not cause toner filming and the cracking of the coating layer even after long-term use and stably gives a good image. SOLUTION: The developer support has a coating layer 4 comprising a material containing a resin having <=10 deg.C glass transition temperature on the surface of an electrically conductive elastic layer 3. The coating layer 4 has 107-109.8 dyn/cm2 dynamic modulus of elasticity E' and a loss tangent tanδof <=0.7. The image forming device has the developer support. A developer is carried on the surface of the developer support to form a thin film of the developer and the developer support is brought into contact with or brought close to an image forming body. The developer is supplied to the surface of the image forming body and a visible image is formed on the surface of the image forming body.
