PROBLEM TO BE SOLVED: To reduce cost and to realize high definition by providing a first type roller on a substrate, a second type roller, a first supply part for supplying a thick film pattern material of an electrode, in response to the first type roller and a second supply part for supplying a thick-film pattern material of a rib in response to the second type roller. SOLUTION: A first thick-film pattern (an electrode pattern) is formed on one surface of a glass substrate G by a multilayer thick film forming unit 10, using a first type roller 1. A setting setting part 5 of an ultraviolet-ray irradiator detects that the glass substrate G for forming the first thick-film pattern moved under a substrate detector 9, and a dielectric layer is applied for a specified time in a prescribed film thickness on the glass substrate G from a die head 6. The dielectric layer on the glass substrate is hardened by the hardening part 5. A second thick-film pattern (a rib pattern) is formed on the same side as the surface of the glass substrate G for forming the first thick film pattern and the dielectric layer, using a second type roller 2.
