PROBLEM TO BE SOLVED: To obtain a color filter and a display element having high use efficiency of light. SOLUTION: The color filter 10 consists of a substrate 16, simulation responding polymer gels 12R, 12G, 12B having different chromatic colors on the substrate 16, and a liquid 22 in contact with the stimulation responding polymer gels 12R, 12G, 12B. Transmittance for light of the device can be improved by adding stimulation (or interrupting addition of stimulation) to the stimulation responding polymer gels 12R, 12G, 12B so as to change a state of the polymer gels. The display element is equipped with the color filter 10 and a light controlling element which controls incident light in the color filter 10.
