PROBLEM TO BE SOLVED: To prepare a production plan capable of averaging loads in each unit of packet in both of a production assembling process and a source process to be a bottleneck. SOLUTION: The load is averaged in each unit of packet in both of a product assembling process and a source process to be a bottleneck on the basis of order receiving information necessary for preparing a production plan 11 consisting of plural processes, basic data of a product included in the order receiving information, the basic data of a unit 10 constituting the product and source process information for preparing the unit 10.
