PROBLEM TO BE SOLVED: To make manageable the CPU load with a presumed event where the largest load is applied to the CPU of a computer when the computer soft ware is changed by calculating a transient load after the computer software is changed and comparing the transient load with a management target transient load value. SOLUTION: A steady load measurement part 6 measures a steady load that is generated from the fixed cycle processing of a CPU 3 of a control computer 1. A transient load measurement part 7 measures a transient load consisting of an event load that is generated when the CPU 3 processes a program corresponding to the event inputted to the computer 1 and the steady load. A storage part 8 stores load values which are measured at the parts 6 and 7. An after-change transient load calculation part 9 calculates the transient load value from the load value stored in the part 8 after the software of the computer 1 is changed. A comparison part 10 compares the transient load value calculated at the part 9 with the management target value.
