PROBLEM TO BE SOLVED: To lower the hygroscopic degree of an undercoat layer and to ensure superior electrophotographic characteristics and image quality even in an environment at high temperature and high humidity by forming the undercoat layer with specified melamines and/or guanamines, a specified ethylene copolymer and an ionic low molecular compound. SOLUTION: The electrophotographic photoreceptor has an undercoat layer formed with melamines of formula I and/or guanamines of formula II, an ethylene copolymer having a polar group part including acid and hydroxyl groups capable of crosslinking reaction and an ionic low molecular compound. In the formulae I and II, R1-R10 are each H, -CH2O-R12 or -(CH2)4-OR12 (R12 is H or 1-6C alkyl) and R11 is 1-6C alkyl or phenyl which may have a substituent.
