PROBLEM TO BE SOLVED: To provide a hydrophilic cloudiness-proof mirror excellent in adhesiveness of a cloudiness-proof coating. SOLUTION: In this mirror, a cloudiness-proof coating layer 7 is formed on the top surface 6 of float glass 4, while a reflection layer 8 is formed on the bottom surface 5 by silvering treatment or the like. Because the untreated top surface 6 is discolored by an alkali carbonate or alkaline-earth carbonate, i.e., a reactant of a glass component and water on a glass surface or carbon dioxide in the air, the untreated top surface 6 is previously sufficiently cleaned with a cleaning agent including cerium oxide powders before forming the cloudiness-proof coating layer 7.
